Citizens have always united to change the culture they felt was unjust.

Explanation:

in 1960s America the new generation got together to change the country's conservatism and brought forth their own sense of cultural democracy in the fold of the country.

They had been dealing with issues like sexism and racism and wished to have a society where such things were frowned upon and not condoned by the government itself in its laws.

Which is why movements sprang up to change the public perspective on such matters and mass participation took place.
