From 1655, the colonial legislature in Virginia passed a law restricting the right to vote to adults that had property, to householders. But in 1656 the General Assembly authorized the right to vote to all free men.

Things changed again in 1670 when the Governor of the Colony, William Berkeley asked the legislature of Virginia to grant the right to vote only to white males who owned property that allowed them to pay taxes
