Before the creation of the Universal declaration of Human Rights, many theocrats in different countries had an absolute power to violate the life of common people without having to face any legal impact.

The universal declaration of human rights prevent them from doing something like that anymore and those theocrats could be subjected to legal punishment like the commoners do.

Many of these countries who have opposed the Universal Declaration of Human Rights are Muslim-based theocracies (not to be confused with Muslim-majority countries), such as Saudi Arabia, since they implement Sharia laws as a way to govern its people, where many of the principles implemented in them directly violates the principles written in the Universal Declaration of Human Rights. Some of these countries chose to not sign the document and created their own version of the Universal Declaration of Human Rights that are more suitable to be implemented for countries that follow Sharia rules.
