Towards the end of the Great War, on January 8, 1918, the president of the United States, Woodrow Wilson made a call to the European nations in conflict to stop the fire and give way to the reconstruction of the continent.

For this he wrote a speech known as the "Fourteen Points", which was nothing more than a series of proposals that would allow the ghost of war to fade across the planet and the formation of a new world order. The speech was given on January 8, 1918 before the United States Congress. The intention of the president was to present warlike objectives for the Entente that would allow for peace and to counteract the Bolshevik pacifist propaganda; Trotsky's proposal to negotiate an immediate peace had been rejected by the Entente shortly before and she wished to avoid with her own proposal the adverse effect of having refused to negotiate peace while the Central Empires had accepted.

The president based his proposals in the Points on the suggestions presented in a report by the informal board of the United States Congress responsible for preparing the future peace conference a few days before.
