The Articles of Confederation wrote for the 13 colonies. These Articles dictated how the important aspects of the government must work. It connected the continental Congress and the Federal government deputed by the Constitution. This was done to attain sovereign status over the 13 colonies. This was created by the Congress on 15th Nov 1777.

On paper, Congress was authorized to regulate foreign affair, battle and postal service, appointing military officials, review Indian affairs, borrowing money, determine coin value, and issue letters of credits.

But in fact, the articles did not give the power to Congress  to enforce its demands on states or the army. And, until 1786, the government powers  has been called into question.
