Yes this is against the Indian constitution.

Explanation:

This is actually against the constitution. The Constitution has made provision for equal rights to the law for everybody. All the citizens of India are equal before law. There is also equal protection of law to all by the Constitution. The constitution provides for the safety of its citizens and ensures everyone is accorded justice.

The Constitution does not provide for a minister to misuse his power. The minister misuses his power by asking the police not to register case against his relatives. and thus the later can not ask a police officer not to register a complaint against his relative. This is not in accordance with the principle of equality.
