The declaration proclaimed that all individuals kept as slaves shall be free within the rebellious states. Therefore in many aspects, the declaration of emancipation was confined as it only applied to states that were threatened by the emancipation of slaves. It also removed certain areas of the Southern states that were under the jurisdiction of the Northern States. President Lincoln has announced repeatedly that he has no hope of abolition. President Lincoln also said he wished to prevent the secession of the Southern States through military means.
