This policy was a direct taxation on colonies  for the use of commercial and legal papers, which needed to have a "stamp" on it according to the British Parliament. In 1764, the Sugar Act, another form of revenue-raising, was passed. From the outset, this regulation aimed at raising revenue from the taxes on the trade of molasses and rum.

Moreover, the American colonies felt angry at the fact that they didn't have any voice to speak for them in the British Parliament. And afterwards, colonies demand political change.
