This information can be expressed as 85-0.05\leq y\leq 85+0.05.

Subtracting 85 from all the sides we will get,  

-0.05\leq (y-85)\leq 0.05    

Now using the definition of absolute value symbol we will get,

|y-85|\leq 0.05

Therefore, the equation representing the maximum weight of an acceptable canister(y) is |y-85|\leq 0.05.
