It resumed Wilson's "Fourteen Points" and affirmed the freedom of trade and navigation and the right of peoples to live "[...] free from fear and want". It was the seed of the birth of the UN and was consistent with the Stimson Doctrine, a declaration of general rejection of the territorial acquisitions obtained with the use of force, and with the Welles Declaration, issued in the particular case of the Soviet occupation of the Baltic republics.
