Substitute m and the coordinates of the point in the form of the equation

∵ y-y_{1}=m(x - x_{1})

∴ y - 10.5 = \frac{3}{2} (x - 4)

Simplify the right hand side

∴ y - 10.5 =  \frac{3}{2} (x) -  \frac{3}{2} (4)

∴ y - 10.5 =  \frac{3}{2} x - 6

Add 10.5 to both sides

∴ y =  \frac{3}{2} x + 4.5

∵ 4.5 = \frac{9}{2}

∴ y =  \frac{3}{2} x + \frac{9}{2}

∵ y = f(x)

∴ f(x) =  \frac{3}{2} x + \frac{9}{2}

The function is f(x) =   \frac{3}{2} x + \frac{9}{2}
