I think it is fair to judge if they can work by their maturity rather than based on age a lot of younger people can turn out to be more mature than people older than them. but the older has more work experience. so i think it depends on the individual.

Yes and no it depends on how old they are and if they are old enough of course to work and no because some people need to get payed and if they are to young then their is a problem
