There are several different, albeit vaguely unhelpful ways that the government is involved with homeless people.  Firstly there is a portion of the US government's funding that is put aside for the homeless population in attempts to get them shelter and food.  The funding is also there in hopes that welfare, and other state funded assists (food stamps, etc.) can get to them.  The government is also occasionally involved in the building of homeless shelters and other places for homeless people to reside in times of need (these places are often regulated and limited to a certain number of people).  Aside from these two factors the government is also responsible for getting homeless people of the street, a lot of the time this involves police and further legal reasoning - disruption of peace, or another such violation.  Hope this helps!

What were the concerns about allowing or banning slavery in newly established territories during the 1800s?

The issue was states rights. slavery is not discussed in the constitution until the 13th amendement. since it wasn't in the constitution it was a decision that belonged to the states. if the balance of slave and free states isn't kept then the government was showing if favored one side over the other when they didn't officially have a position on the subject.
