My hypothesis would be: People become lost once their mobile phones are taken away from them.
I would select a group of people, different genders and ages, and tell them to spend a week without using their mobile phones at all. I would observe their behavior and their reaction to the fact that they would not be available to everybody 24/7. I'm convinced that they would not know how to communicate properly any longer, or how to go about their choirs without the help of the internet. I think that they would become angry and irritable, even violent, without their phones during the duration of my experiment.
The money that the government has to spend is the money it collects in the form of taxes, if that isn't enough to cover its spending, the government has run a deficit and will have to borrow money.
