1/16=.0625*16=1+16=17+16=33

What ever values are inside the "| |" (the bars) will always come out/be a positive value.

|\frac{1}{16}| × |16| + |-16| + |16|

First multiply 1/16 and 16

\frac{16}{16} + |-16|+|16|

1 + |-16| + |16|

Now add them all together (-16 will become a positive number)

1 + 16 + 16

1 + 32 = 33
