  • Giving the patient (consumer) the market incentives that he can get if he fully pays for the costs of the health care he chooses.

2. What are the benefits and drawbacks of these  systems?

The benefit of the first alternative is more pronounced on the side of the third party because he can<u> weigh both costs and benefits (for the patient)</u><u>.</u> The benefit of the second alternative is more pronounced on the side of the patient because he will be given the chance to<u> weigh both costs and benefits</u><u> (for him).</u>
