12/12 means 12 twelths... If you visualise it in a circle, the 12 twelths have all been 'filled' therefore the circle is complete... This means that there is 1 circle, thus your answer would be 1
Alternative was to express 12/12 is by using any denominator but making sure that the numerator is the same, for example:
1/1
2/2
3/3
4/4
100/100
