These settlements were given the right to govern themselves by the monarchy, independently from the English crown. Great Britain reserved the right to revoke this authorization at any time. In the case of Massachusetts, King Charles allowed John Winthrop to be the first governor. In the case of Pennsylvania, it was founded by William Penn in 1681. It had a legislature that was elected by the people. In the case of Virginia, it was founded in 1607 in the town of Jamestown.
