In the case of Massachusetts, King Charles allowed John Winthrop to be the first governor. In the case of Pennsylvania, it was founded by William Penn in 1681. It had a legislature that was elected by the people. In the case of Virginia, it was founded in 1607 in the town of Jamestown.
