This is true. According to the stages of change model you have to go through several stages of change before any actual change occurs. They are precontemplation, contemplation, preparation, action and maintenance. The preparation stage would be where you have decided to make a change and are preparing yourself to make that change, then you would act upon your decision. You would still need to maintain that change.
