The correct answer to this open question is the following.

In a political system where nearly every adult may vote but where knowledge, wealth, social position, access to government officials, and other resources are unequally distributed, who actually governs?

This is the beginning of the book "The New Gilded Age: From Uniqual Democracy, written by Larry M. Bartles."

That question is posed by Robert Dahl, a scholar, and political writer.

The answer would be that in a scenario like the one described in the question, it is the political and economic power that governs in reality.

It is the men of money, the businessmen, the corporation, the political influencers through political action committees. Yes, the big money corporations that hire lobbyists to negotiate with congressmen to pass laws that favor their interests.

Explain how an American citizen can have influence over or help to shape a public policy.
tensa zangetsu [6.8K]

Public policy in the United States is shaped by a wide variety of forces, from polls and election results to interest groups and institutions, both formal and informal. In addition to political parties, the influence of diverse and sometimes antagonistic political forces has been widely acknowledged by policymakers and evidenced by scholars, and journalists. In recent years concerns have been growing that deep-pocketed donors now play an unprecedented role in American politics — concerns supported by 2013 research from Harvard and the University of Sydney that found that for election integrity, the U.S. ranked 26th out of 66 countries analyzed.

The question of who shapes public policies and under what conditions is a critical one, particularly in the context of declining voter turnout. From both a theoretical and practical point of view, it is important to understand if voters still have the possibility of providing meaningful input into public policies, or if the government bypasses citizens in favor of economic elites and interest groups with strong fundraising and organizational capacity.

DOUBLE POINTS! ASAP!What is the Missouri plan, and how does it affect the Governors power? In your own own words please, giving
Illusion [34]

Answer:

If you mean the Missouri Compromise...it means that there'll be an invisible 36'30 degree parallel line that'll divide the South territory of the U.S. (South Carolina, North Carolina, Maryland, Kentuck, etc.) and the North territories of the US (New England, Ohio, Pennsylvannia, etc). The purpose of that divison is to decided witch state will have slave and which will have no slave. Any states that comes into the US below the 36'30 parallel line will become a slave state, and those above the line will be a free state. This will maintain the balance in the government between southern and northern represenatives. It also gave more power to the federal goverment as they can decided wheter or not to let a state join in as slave or free. Instead of having the states choose. Hope that helps:)

How did Great Britain push representative governments in the thirteen colonies to grow?
MrRissso [65]

Answer:

by appointing leaders

Explanation:

The United States of America started out as 13 original colonies. These colonies belonged to the British Empire and were founded during the 17th and 18th centuries.

By the 1700s, the British government controlled its colonies under mercantilism, a system that regulated the balance of trade in favor of Britain. Over time, colonists became frustrated with this unfair economic system and with Britain's administration of taxation of the colonies without any accompanying representation in Britain.

The governments of the colonies were formed in different manners and with various structures. Each colony was set up in a way such that by the mid-1700s, they had a strong capacity for self-government and held local elections. Some early colonial governments foreshadowed elements that would be found in the U.S. government after independence.
