Recolonization thinkers wanted to free slaves but then move them back to Africa. The country of Liberia was set up for this purpose.
Full emancipators wanted slavery to end immediately and for all.

The Committee of Safety destroyed the original intent of the Revolution in that Robespierre, as the Head of that Committee, ordered in September 1793 to hold the rebels and protesters and people that hoarded food, as part of the rebellion. Indeed, he ordered the use of military troops.
Robespierre was very upset and decided to implement the total war to increase the reign of terror in France and clash all intents of rebellion and solidify its dictatorship and absolute control.
