For the cylinder shown in picture:

Perimeter of base = 2 x pi x radius = 2 x pi x 9 = 18pi

=> The area of label = perimeter of base x height = 18pi x 13 = 234pi =~735.1

Area of base = pi x radius^2 = pi x 9^2 = 81pi

=> The surface area of cylinder

S = base area x 2 + area of label = 81pi x 2 + 234pi = 396pi =~1244.1
