For the first 4 answers. I didn't show my work (sorry :C) but all you really have to do is divide the top number by the bottom number which will give you the decimal, and since a percent is 100x "more" than a decimal, you'll just want to multiply your decimal number by 100.

For 20 and 21 you just need to take the percent, 8% for the first one, 65% for the second one, and put it over 100. After that, simplify the fraction. For the decimal one, just divide the percent number by 100. For 20 you'll get .08, and for 21 you'll get .65 .

22 and 23 are like the first and second parts, but obviously with a decimal instead. It's slightly more tricky, but you just take the part of the decimal and see how much out of 1 it is.
