The adding dilutes the salt water, over time the diffusion of salt can cause heat. In addition the waves that the ocean produces leads to increased temperatures. This is because the currents transport heat energy, moving warm equatorial to the poles. They also begin to pull the colder water towards the equator causing the dispersion of heat.

I'm pretty sure hurricane watch is keeping an eye if any hurricanes are incoming using radars etc.. Whereas hurricane warning is if their is an incoming hurricane and people need to evacuate stay indoors so warning people of a hurricane
