so the proportional relationship would be

10 to 14

now we want to find how many trains would be full out of 7

let x = number of full trains

\frac{10}{14} =\frac{x}{7}

now we solve for x

to solve for x we want to isolate the variable (x) and get rid of the 7

to do so we multiply each side by 7

\frac{x}{7} 7=x\\\frac{10}{14} 7=5

we're left with x = 5

hence we can expect 5 trains to be full out of 7
