This congruency thing is all about corresponding sides and angles.  In quadrilateral BCDE and OPQR, DE and QR are in corresponding positions.  You don't even have to draw them out to see that.  Just like you can say that angle B and angle O are corresponding, and side BC is corresponding to side OP.  Match them up; that's all there is to it!
