Answer:

The articles of confederation had thirteen articles, in short the second article meant that the state governments had powers which were not mentioned in the Articles of Confederation.  e.g they state government could tax their citizens.

The article of confederation created a national government that was composed of congress, it had the power to appoint military officers, declare war, make alliances, appoint ambassadors etc <em>but the states had the power to tax their respective citizens.</em>

The inability of congress to impose taxes was the biggest problem of the national government, so to pay for it expenses the national government had to take money from the states.

And it was one of the a major weakness of national government because it could not draft or form a military during<em> shays rebellion as it did not have money.</em>
