I believe that they are becoming more concerned for zoonotic disease because it is becoming more and more common for these animal transmitted disease to spread, such as ringworm or hookworms. The factors that would make these more of a threat would likely be the amount of people with animals or the other animals or people their animals are around or not taking your animal to the vet upon signs of seeing symptoms of declining health.
The way I see it, there are are two ways a serious learning disorder can take. One is to be of below intelligence and the other is to be of supremely high intelligence. If one is extremely smart, they become somewhat disabled and they are not capable of receiving any information about how to take care of themselves. The same is of lower intelligence except that they cannot comprehend what is being taught to them. Therefore, it is incorrect to say that because it is the learning itself which is the problem, not their intelligence. People with learning disorders can also be geniuses.
