2.- Determine the exact amount of help they need and the way it is going to be delivered to them. How much they need would be identified in the base of the necessities detected in step number one. If transportation would be supplied by a government office or the military, both need to have a good inventory of things to be supplied.

3.- Before delivering the goods, elaborate a receipt format for the people to sign it at the moment they are receiving the help. It must include, the date, the place, the number of goods received, an official ID. People must sign when receiving aid.
