An author of a detective novel is most likely to use figurative language to help the reader visualize a character.
These writers will use figures of speech such as similes, metaphors, personifications, etc. in order to describe their characters and make them easier to visualize for the audience. Oftentimes, these characters have very distinctive characteristics about them.
John Muir was an American-Scottish naturalist who loved storms. In his essay " A Windstorm in the Forest", he wrote that he delighted in his experience of climbing to the top of the trees and riding out the storm for hours. He would then close his eyes and listen to the music of the storm or indulge himself to the rich fragrance that was streaming past.
It depends on the context, for example if this is meaning he is not already the father but will be in the future then yes it is foreshadowing.
