Having a slow metabolism can be a reason why she isn't losing any weight. However sometimes your body stores inf food and makes that food into energy. They store that energy until you eat or do some physical exercises. If she is not doing exercises or if she skipping meals and not eating at the right time, it could be that her body is storing  and is not killing any calories
