</span>The entirety of Swift's "A Modest Proposal" centers around this idea. He is showing that the government and rich are only making things worse and can't imagine that any other country has ever been or will ever be so bad. Starting at "of taxing our absentees", Swift is listing some of the major problems that the government and rich of Ireland are imposing on the poor.
