Senators represent everyone in the state, while house members only represent people from the specific district. The district is always smaller than the state, so the house member will likely spend less money compared to a senator.

Also, a senator has more power compared to a house member and they serve longer terms (6 years for a senator, 2 years for a house member). So there's effectively more at stake when running for senate.
