9 has to be multiplied by 1/10 to get the 0.9

Here if we expand the 103.903 then from left to right
1 = 1x100 +
0 = 0x10   +
3 = 3x1     +
9 = 9x1/10+
0 = 0x1/100+
3 = 3x1/1000 = 103.903
