Hitler was leading Germany and he promised Italy that he would help them grow in power because, well they weren't exactly what you would call valid during that time. Anyways, Germany was beginning to influence other powers to join their cause and the Axis Powers (Germany, Italy, Japan, etc...) were against the Western States ideas so it was definitely a time to fear them and their attacks during that time.
