In response to the attack by Al-Qaeda on September 11, 2001 on the United States, the Department of Homeland Security was formed. This agency's purpose is to prepare for and respond to future acts of terrorism against the U.S.
It had a larger population from which to collect taxes. It taxed the groups coming into the area to farm land. It placed high taxes on the empire's declining population.
