Even if all parties involved are taking part in it voluntarily it still can turn violent and the violent act of hazing may not have been disclosed or what the other party was signed up for. Sometimes some parties that partake in hazing do not haze violently but others decide to do things that are or turn violent. Hazing is not always a violent act but definitely can lead to violence being committed.
