if the no of blue tiles used is zero then

b(x) =4x^2-16 = 0

       x^2 = 16/4 = 4

      x = +2 and -2

this is the condition for blue tiles

Modelling

b(x) = 4(x+2)(x-2)

This means when the blue tiles used are zero, then we use 2 red tile on each of the two square of 4 square. so the length will be 4 tiles long and its a square so 4x4 = 16 red tiles.
