Hitler's ideals and goals were a bit different than Mussolini's as its been said that Hitler aimed to try and take over the world, going on a plunder to make a vast and expansive German Empire while Mussolini was said to strive towards rebuilding the Roman Empire and make Italy a much larger and more powerful country. Militarily, Hitler had much more control and many more military assets than Mussolini and much of Italy did at the start of the war. When the war broke out, Italy was not able to deploy immediately due to a lack of military and industrial growth in the country, similarly to the Russians during WWI.

An interesting thing however, comes when you find that both Hitler and Mussolini established their own parties and were able to successfully gain powerful seats in their respective governmental offices.
