A formal tone in writing letters or addressing an audience is when the receiver is someone in a higher position than the writer or addressee. This form of letter writing needs a formal tone of communication. So, the first and second sentences or scenarios will be in a formal tone.

On the other hand, the scenarios with Jessica and Rihanna will be in an informal tone. These letters are addressed to family relations or close friends, where there is no need to use formal language. Therefore, the tone of the third and fourth sentences/ scenarios will be in the informal tone.
