The primary determinant of colonial policy was internal factors. The British were overtaken by the US, Germany, France, and Russia and were unable to assert their superiority. It required fresh revenue streams. Competitors changed the market climate as a result, and the necessity for new markers resulted in the creation of colonial policy.

Examples of internal pressures between 1857 and 1890 include the Germans' arrival in south-west Africa in 1884, which led to the annexation of Bechuanaland, and Berlin's participation in the Conference in 1884-85.
