If you experience a blowout:

Don’t panic!
Grip your steering wheel firmly
Tap the gas briefly
DO NOT brake
Let your car slow down gradually by taking your foot off the gas
DO NOT turn the wheel
Without stopping traffic, roll your car to the side of the road or freeway exit
Brake gently once you’ve stopped
Turn on your hazard lights (emergency flashers)
Stand safely away from your vehicle and wait for help to arrive.

You stop the vehicle somewhere but not in the road, you get a spare tire out of your car boot together with the tool box.

Lift the car with the car jack placed at the region of the blown out tire, roll out the blown out tire using a spanner, and replace it with a spare tire using a spanner.

The Supreme Court however ruled the Act as unconstitutional as it claimed that Congress was overexerting its powers by: changing the meaning of the First Amendment, creating a law that was disproportionate to the problems it was fixing and overexerting federal power on states and taking away their rights to manage their affairs in this regard.
