You can convert percents into decimals by moving the decimal point(the period) two steps to the left. For example 2% goes to .02 in decimal form. Once you do that then you can multiply by the length the metal pipe was supposed to be and you get .6, since the piece of metal ended up being .6 centimeter off, the answer is 2%. sorry if it's not a good explanation ;-;.
