The purpose of figurative language is to make a story more interesting, or more fun to read. If you used "it's raining really hard outside!" It's more dull than, "It's Raining cats and dogs outside!" it adds more 'spice' to a sentance. An author might use it to make the reader more interested in their story, and make them keep reading it.
