<span>Article VIII says that in forming an army to protect the United States, all state legislatures have the authority to appoint colonels and army officers; while from the Common Treasury, it will be from where they will obtain the money necessary to pay the expenses of a war, or to fight an enemy or danger, that threatens the country: this only if the Congress allows it. However, it is the responsibility of all states to contribute to the common treasury, according to the value of each state, based on the totality of their lands. Congress, making use of topography, will deduct the total amount to be paid per state. <span>The taxes to support the common treasury will be collected by the state legislatures, and thus ensure the necessary money for an army.</span></span>
