Article VIII says that in forming an army to protect the United States, all state legislatures have the authority to appoint colonels and army officers; while from the Common Treasury, it will be from where they will obtain the money necessary to pay the expenses of a war, or to fight an enemy or danger, that threatens the country: this only if the Congress allows it.
