Persons with IQ of 65 are classified to have mild mental disability. These persons will have difficulty reading but are  able to be successful at recognising words.

This suggests that these individuals have a lower verbal IQ. But the scores are calculated that this does not affect their performance IQ.

Overall, a person with any type of mental disability is not different to others as far as basic human rights. Observing and monitoring their IQ levels do nothing more for them like offering a good quality of life.
