y = -2/3x+3

(3,1) = (x1,y1)

(9,-3) = (x2,y2)

Slope = (-3-1)/(9-3)

          = -4/6

          = -2/3

y-intercept form: y=mx+b  [m=slope, b=y-intercept]

plugging (3,1) into this  1 = -2/3×3 +b

                                      1 = -2 +b

                                      b = 3
