The answer to Part A is illogical and puzzled. If you look up the definition of incoherent you find out that incoherent means a spoken or written language expressed in an incomprehensible or confusing way; unclear. Also a synonym for incoherent is illogical which is part of the answer.

The answer to Part B is Phillip explained that Erkan lived in his own world. Michelle thinks Erkan talks a lot about his life and how important his guitar is, but instead of selling the guitar she decides to listen and follow along to whatever Erkan says the next time she see's him.

Answer 1: Illogical and puzzled.

In this case, "incoherent" refers to a piece of information that is not logically structured or does not follow any logical progression. Even if the speaker understands what he is trying to convey, the listeners are often confused or completely lost in the conversation.

Answer 2:  Philip explained that Erkan lived in his own world.

The fact that Erkan lives in his own world helps us understand why he can try to explain something well and yet come across as confusing and illogical to the listeners.
