If the victim not responding as stated in the question, this could lead to death in a short time if nothing is done as this indicates that the heart is not pumping blood to the rest of the body including the brain and the lungs. If a chest compression is done, this will in a way mimic the way the heart pumps blood   the rest of the body. This can then be followed by two rescue breaths.
