In a democratic society citizens must fulfill their duty to vote otherwise there would not be a democratic state.
Such society would be unable to exercise their democracy. There would not be Democracy at all.
We can not say a Society is Democratic if the citizens do not vote.
The delegated powers are the power to collect taxes and borrow money, to coin and print money, to regulate commerce, to declare war and have an army and to create laws.
There are more, but those are the main ones.
