Because Germany was weak and he clamped he could make Germany stronger and win the next war, The citizens didn’t know that Hitler was killing Jews, gays, Gypsies, and Catholics, a lot of Russians. Fun fact: Hitler dated a Jew

Such society would be unable to exercise their democracy. There would not be Democracy at all.
